DataReportal's Digital 2026 report for Pakistan puts TikTok's reach at 79.9 million users aged eighteen and over, equal to 54.6% of the adult population. In the same report, Instagram's advertising reach in Pakistan is 22.4 million people, or 8.7% of the total population.

Put those side by side and a familiar pattern breaks. Most Pakistani businesses that take content seriously put their effort into Instagram, treat TikTok as something for teenagers, and quietly wonder why their reach has stopped growing.

The numbers say the opposite of the assumption. They also say something more useful, which is that the country's attention has moved to short vertical video, and that the businesses still producing square graphics are competing for a shrinking share of it.

Which platform actually reaches the most people in Pakistan?

By adult reach, TikTok leads at 79.9 million users aged eighteen and over. YouTube's advertising reach is 54.3 million people and Facebook's is 52.9 million, both around a fifth of the total population. Instagram is considerably smaller at 22.4 million.

The ordering matters less than what the top three have in common. All of them are video-first, and two of them are vertical-video-first. A content plan built around static images is fighting the format the platforms actually distribute.

Why do Pakistani businesses under-use TikTok?

Mostly because of who the owners think is there. The platform's early reputation in Pakistan was teenage entertainment, and that impression set before the adult user base grew to its current size. Decision-makers who do not use a platform personally consistently underestimate it.

There is a second reason that is more defensible. TikTok content cannot be repurposed from a design template. It requires someone in front of a camera, or at minimum footage of real work being done, and that is a genuinely harder thing to produce than a quote card. Businesses avoid it because it costs effort rather than money, and effort is harder to outsource.

What should a Pakistani business actually post?

The work itself. Furniture being assembled, a dish being prepared, a room being measured, a fault being diagnosed, a garment being finished. Process footage outperforms polished advertising on these platforms by a wide margin because it is specific, it is credible, and it cannot be faked by a competitor with a stock library.

The second most effective category is answering the questions customers ask before buying. What does this cost, how long does it take, what goes wrong, how do I know you are any good. Each of those is a video, they can be filmed in one sitting, and they do the same job a good website page does.

What consistently fails is the corporate announcement, the festival greeting graphic and the motivational quote. They are cheap to produce, which is exactly why every competitor is producing them.

Does short-form video work for serious or high-value businesses?

Yes, and often better, because the competition thins out sharply. Consumer brands crowd these platforms. Architecture practices, clinics, law firms, manufacturers, logistics companies and B2B suppliers mostly do not, which means a modest amount of competent video can establish a business as the visible option in its category.

The framing has to change though. For a high-value business the purpose is not reach, it is credibility with a small number of the right people. A video that gets four thousand views and produces two serious enquiries has outperformed one that gets two hundred thousand views and produces none. Judging both by the same number is how businesses conclude video does not work for them.

How much does short-form video production cost in Pakistan?

Less than most owners expect, because the production standard the platforms reward is deliberately low. A phone, decent light and a clip-on microphone will out-perform a heavily produced advertisement on TikTok. The real cost is time and consistency rather than equipment.

Where agencies add value is in direction, editing and volume, not in camera hardware. That work typically sits inside the single-channel band that starts around PKR 30,000 a month and rises with the number of finished assets required. It sits alongside the wider question of what a campaign should cost, which we set out in our guide to digital marketing agency costs in Pakistan. Video is the line item that most often justifies moving up a pricing band.

How often does a business need to post?

Consistently enough that the platform learns who to show the content to, which in practice means several times a week rather than several times a month. Sporadic posting is the most common failure, and it is worse than not starting, because it consumes effort without ever accumulating distribution.

A realistic commitment for a small business is one filming session a fortnight producing six to eight short pieces, published across the following two weeks. That is achievable alongside running the business. Daily posting is not, and plans built on it collapse within a month.

Should a business post the same video to TikTok, Reels and Shorts?

Broadly yes, with one caveat. The same footage can and should be cut for all three, because the marginal cost of a second and third upload is close to nothing and each platform reaches a partly different audience.

The caveat is watermarks. Exporting a finished video out of one app and uploading it to a competitor with the branding still on it reliably suppresses distribution. Edit in a neutral tool, export clean, and upload natively to each platform. This is the single most common technical mistake in Pakistani short-form video, and it costs reach silently.

Captions are the other cross-platform necessity. A large share of viewing happens with sound off, particularly in shared and workplace settings, and a video that makes no sense muted loses most of its audience in the first two seconds.

Does the content need to be in Urdu or English?

For most consumer-facing businesses, Urdu or mixed Urdu-English will reach considerably further, especially outside Lahore, Karachi and Islamabad. English-first video reaches a narrower, generally higher-income urban audience.

Businesses default to English because it feels more professional, and on video that instinct is usually wrong. The platforms distribute what holds attention, and people watch longest in the language they think in. A business selling to corporate procurement is right to stay in English. A business selling to consumers that chooses English for appearance is paying for reach it then declines to use.

Where does video fit against search?

They solve different halves of the problem. Video creates demand among people who were not looking. Search captures demand from people who already are. A business doing only the first gets attention that does not convert. A business doing only the second waits for a market that may be small.

In Pakistan the second half is frequently the cheaper win, because search results for specific services in specific cities remain surprisingly thin. A business that ranks for its service and its city gets enquiries from people with intent already formed, which is why search engine optimisation often produces a lower cost per enquiry than paid social even while video does the work of building recognition.

What has to be in place before the video works?

Somewhere for the viewer to go. This is where most Pakistani video campaigns lose their return. Content performs, people click through to a profile, and the profile links to a site that takes eight seconds to load on a mid-range Android phone, or to nothing at all.

Video traffic is impatient by nature. Someone who was watching entertainment thirty seconds ago will not wait for a slow page. Getting the destination right before increasing the traffic to it is the sequence that works, which is why we treat website design and development as the thing that has to be finished first rather than last.

How do you know whether it is working?

Not by views, and not by followers. The two signals worth watching are saves and shares, which indicate the content was useful enough to keep or pass on, and the volume of direct messages asking a buying question.

Track enquiries by asking every caller where they found you, and write the answers down. It is unglamorous and it is more reliable than any platform dashboard, because the dashboards cannot see the customer who watched four videos over a month and then phoned the number on your website.

Give it three months before drawing conclusions. Short-form distribution is uneven by design, and a single video can outperform the previous twenty for reasons nobody can reconstruct afterwards.

The practical starting position

Pick the platform your customers are actually on, which for most consumer-facing Pakistani businesses now means TikTok and YouTube before Instagram. Film the work rather than talking about it. Answer the questions people ask before buying. Publish several times a week for three months before judging anything, and judge it on enquiries rather than views.

None of that requires a large budget. It requires accepting that the format has changed and that the square graphic, which was the safe choice for a decade, is now the invisible one. Businesses weighing up a digital marketing agency in Pakistan should be asking who is going to hold the camera, not how many designs are included.

The same discipline sits behind our longer guide to digital marketing for accounting firms, written for a very different market. The platform changes and the audience changes. What does not change is that specific, useful, genuinely-yours content beats the polished generic version that everyone else can also produce.

FAQs

Which social platform reaches the most people in Pakistan?

By adult reach, TikTok leads with 79.9 million users aged eighteen and over, equal to 54.6% of the adult population. YouTube's advertising reach is 54.3 million and Facebook's is 52.9 million. Instagram is considerably smaller at 22.4 million, or 8.7% of the total population.

Is TikTok worth using for a serious business in Pakistan?

Often more than for consumer brands, because competition is thinner. Professional services, manufacturers and B2B suppliers are largely absent, so modest but competent video can make a business the visible option in its category. Judge it on enquiries rather than views, since the audience you want is small.

What should a Pakistani business post as short video?

The work itself, filmed as it happens, and answers to the questions customers ask before buying. Process footage is credible and cannot be copied from a stock library. Festival greetings, corporate announcements and motivational quotes consistently underperform because every competitor produces them too.

How much does short-form video cost to produce in Pakistan?

Less than expected, because these platforms reward a deliberately low production standard. A phone, good light and a clip-on microphone are usually enough. Agency work on a single video channel typically starts around PKR 30,000 a month, with the cost rising according to how many finished pieces are needed.

How often should a business post short video?

Several times a week rather than several times a month, so the platform can learn who to show the content to. A workable rhythm for a small business is one filming session a fortnight producing six to eight pieces. Plans built on daily posting usually collapse within a month.

Why does video traffic often fail to produce enquiries?

Usually because the destination is not ready. Viewers arriving from entertainment content are impatient, and a site that takes eight seconds to load on a mid-range Android phone loses them. Fixing the landing destination before increasing traffic to it is the sequence that works.
