Those are the numbers. The more useful question is which band you belong in and what you should expect for the money, because the gap between PKR 30,000 and PKR 300,000 is not a gap in effort. It is a gap in what is being bought.
What each service costs on its own
Social media management runs roughly PKR 15,000 to 150,000 a month. At the bottom of that range you are buying one platform, eight to twelve posts a month and basic captions. In the middle, around PKR 30,000 to 70,000, you get two platforms, original content and some ad management. Above PKR 70,000 you should expect video and reels, a genuine advertising strategy and performance reporting rather than a screenshot of follower counts.
Search engine optimisation runs roughly PKR 30,000 to 120,000 a month. SEO is the service where the low end is most likely to be worthless, because the cheap version is usually a monthly report and a handful of directory submissions. Real SEO involves technical fixes, content, and earning links from other sites, and none of those are quick.
Advertising management runs roughly PKR 50,000 to 300,000 a month as a management fee. That fee does not include the ad spend itself. A common minimum ad budget quoted in Pakistan is around PKR 50,000 a month, and below that there is usually not enough data for a campaign to optimise properly.
Full-service retainers run PKR 150,000 to 500,000 a month and upwards. This is multiple channels coordinated together with one strategy, one report and one point of accountability.

What is not included, and catches people out
The single most common misunderstanding in Pakistan is the difference between the agency fee and the advertising spend. If an agency quotes PKR 80,000 a month for Meta advertising, that is almost always the fee for running the campaigns. The money that actually buys the impressions goes to Meta on top, and it should go from your card, not through the agency.
Ask this directly before signing: is your fee inclusive or exclusive of ad spend, and who holds the ad account? You want the answer to be exclusive, and you want to own the ad account. An agency that owns your ad account owns your advertising history, your audiences and your pixel data, and you lose all of it the day you leave.
Other things usually charged separately: website hosting and domain, paid software and tools, photography and video production, and printing.
Freelancer, agency, or in-house?
A competent freelancer at PKR 8,000 to 25,000 a month is genuinely good value for a narrow, well-defined job — posting to one platform, or maintaining a site. The limits are capacity and continuity. One person cannot cover strategy, design, copy, ads and analytics well, and when they take on a bigger client or fall ill, your marketing stops.
An in-house hire gives you dedicated attention. A mid-level digital marketing executive in Pakistan costs a salary plus tools plus management time, and you are still buying one person's skill set. In-house tends to make sense once marketing is a core, continuous function rather than a project.
An agency is worth paying for when you need several skills at once, when you want someone accountable for the number rather than the activity, and when you do not want to manage the work yourself. If what you actually need is somebody to post three times a week, an agency retainer is the wrong purchase and you will resent it within two months.
Why the cheapest option is usually the most expensive
The typical pattern here is three to six months with an agency, no clear result, a switch to a cheaper one, and repeat. It is easy to read that as bad luck. Usually it is arithmetic.
At PKR 20,000 a month an agency can afford roughly a few hours of junior time on your account. That is enough to post content. It is not enough to research your market, build a landing page, structure a campaign properly and analyse what happened. So the work that gets done is the visible work, and the work that produces enquiries does not happen.
SEO suffers worst from the switching cycle, because it compounds. Restarting the clock every six months means never reaching the point where the earlier work starts paying. Two years of stop-start SEO across four agencies produces less than twelve consistent months with one.
Does it cost more in Lahore, Karachi or Islamabad?
Not dramatically, and less than people expect, because most agency work is delivered remotely and the talent pool is national rather than local. What does differ is the market you are advertising into, and that changes what you need to buy.
Lahore has the deepest agency market and the widest quality range, from serious operations to a freelancer with a laptop and a template. It is also the most competitive local search market in the country. If you are a Lahore business competing on "[your service] in Lahore", ranking is an ongoing contest rather than something you win once, and you should expect to fund SEO for longer before it pays.
Karachi is the largest market by volume and the one where business-to-business and industrial sales matter most. Buyers are frequently other companies rather than consumers, so the channel mix shifts: search and LinkedIn carry more weight than Instagram, the sales cycle is longer, and a single client is often valuable enough to justify patient work. Budgets here are usually better spent on fewer, higher-intent channels.
Islamabad skews toward consultancies, education, healthcare, IT services and government-adjacent work. Volumes are smaller than Lahore or Karachi, local search competition is lighter, and credibility signals matter disproportionately because buyers research carefully before making contact. That combination makes Islamabad one of the better-value markets in Pakistan for SEO and content, since there is less competition for the same intent.
The practical implication is that the same PKR 150,000 buys a different plan in each city, and an agency quoting you an identical package regardless of where you operate has not thought about it.
How much should you actually spend?
The common guideline is 5 to 15 percent of revenue, with growth-stage businesses at the higher end and established brands at the lower one. It is a reasonable starting point, but two adjustments matter more.
First, concentrate rather than spread. A budget split across five channels usually produces mediocre results everywhere. The same money in one or two channels, run properly, produces something measurable you can then build on. Pick the channel where your buyers already are and do that one well before adding another.
Second, work backwards from a client rather than forwards from a percentage. If a client is worth PKR 200,000 to you over their lifetime and you close one in five enquiries, an enquiry is worth PKR 40,000. That tells you what you can afford to pay for one, and therefore what a sensible monthly budget looks like. It is a far better basis than a percentage rule.
What to ask before you sign
Five questions that separate serious agencies from the rest, regardless of price.
What exactly will you report on? If the answer is reach, impressions and engagement, keep looking. Those are diagnostics. The report should lead with enquiries and what each one cost.
Who owns the accounts? Ad account, Google Analytics, Search Console, website, domain. All of it should be in your name with the agency given access, not the other way round.
What happens in month one? A specific answer indicates a plan. A vague one indicates they will work it out after you pay.
What is your notice period? Long lock-ins protect the agency, not you. If the work is good, retention takes care of itself.
What have you done for a business like mine? Not a logo wall. A specific situation, what was done, and what happened.
